Trocador is only a matchmaking service not an actual exchange. So the only data they'd have is IP address got redirected to Exchange XYZ; if they kept the actual URL emitted for quality of life use-cases, then it's possible someone could get "IP address was redirected to Exchange XYZ to swap Currency X & Y". But whether that actual transaction even happened at all would only be provable if the agency requesting the information then requested Exchange XYZ's data also. 2.
